 1) As strk mentioned in #3334 there is a new feature that will
 automatically close a ticket if we put it as part of the commit log entry.
 That should be added.

 2) There is no mention of SFCGAL in the relationships section or json-c or
 libxml. (json-c, libxml probably doesn't need mentioning since they are
 core parts of a lot of projects).

 3) Our guidelines don't detail our protocol for  pull requests and stuff
 from currently github, and potentionally gitlab.
