 One more comment here: during extension upgrade two things don't happen:

 * the contents of spatial_ref_sys are not updated with the new contents
 * the definition of what parts of spatial_ref_sys are not to be dumped is
 not updated

 As it happens, these two non-upgrades are perfectly complementary, so
 there's no need to change them, but it's worth noting that this is what
 happens.
