 Well the thing is that the postgresql directories are under jenkins so
 they are already writeable.  The issue last I recall was that stuff tries
 to be installed in system.

 /usr/local/lib

 We might have fixed that issue though, cause as I recall on winnie, I
 think I'm using dest or something to prevent it from writing into
 /usr/local/lib.  So perhaps that is the solution.
