 It would be helpful to have a PostGIS implementation of the JTS
 MinimumClearance capability (described at
 http://tsusiatsoftware.net/jts/javadoc/com/vividsolutions/jts/precision/MinimumClearance.html).
 This would be useful to find geometries that pass ST_IsValid, but only
 barely.
