 The {{{ ST_MakeEmptyRaster(int,int,float8,float8,float8) }}} function is
 documented here: http://postgis.net/docs/manual-
 dev/RT_ST_MakeEmptyRaster.html

 .. but is not present in rtpostgis.sql of trunk (2.3.0dev).

 Is the manual wrong or the code broken ?

 Why doesn't the automated test catch this ?
