 As noted in https://lists.osgeo.org/pipermail/postgis-
 users/2016-November/041720.html

 ST_Union did not fix and ST_MemUnion is too slow.  So will replace with
 ST_Extent after I do some benchmarks to make sure it doesn't adversely
 affect smaller tables.
