Comment (by robe):

 It introduces another function ST_MinimumBoundingRadius (which only exists
 in 2.3.0) so would only work for 2.3.0 (not back portable).  I'm fine with
 just fixing this for 2.3 and leaving 2.2 alone or having a different fix
 for 2.2.
