 To summarize: I committed the above calculation method to trunk in r15109.
 I think that closes the MBC portion of this ticket for 2.3.0.  I think the
 ticket is a "won't fix" for 2.2.x (see #2996).  This leaves the
 ST_ConcaveHull portion of the ticket.  Should  that maybe be spun off as a
 separate ticket?
