 Make PostgreSQL 11 compile against  PostGIS 2.5 (trunk) and change
 PostgreSQL 9.6+ to use built-in PostgreSQL memory context
 (CacheMemoryContext for now) instead of our own custom one which is too
 prone to version change breaks.
 (still need to patch address standardizer)
