Comment:

 Issue happened when I switched winnie to proxy her own traffick.

 I'm using Caddy for proxying and by default only tls1.1 and tls1.2 were
 enabled for security reasons.  I had to add tls1.0 otherwise when doing
 curl call from tracsvn

 to https://winnie.postgis.net:444

 would yield this error:

 version
 }}}

 anyway we know the tracvm is old and needs to be upgraded, perhaps when we
 get new hardware I'll bring it up again on SAC
