 When we package, we include the comments.sql scripts in the tar ball.

 When building from git or svn, these scripts are generated using xsltproc.
 The comments scripts are needed for postgis extension scripts.

 As such in order to build the extensions from git/svn repo, xsltproc must
 be installed on the build machine and configure should error out if it is
 not.

 This test is only necessary if building from git/svn.
