 Right now the only way to run loader-dumper tests is during the same tests
 run as the rest of core/sfcgal tests. This ticket is to allow running them
 in isolation.

 Downside is we'll have to create multiple regress databases (one for each
 sub-system of tests) but the advantage is we'll be able to only run those
 tests we're interested in.
