 As PG13 development has started, we need a new build image with
 `REL_12_STABLE` branch.

 I'm planning on using:
 - Postgres: REL_12_STABLE
 - GEOS: 3.7
 - PROJ: 6.1.1
 - GDAL: 3.0
 - Compilers: Both clang and gcc builds
