 okay this seems to be a 32-bit issue for sure.  I turned on one of
 winnie's 32-bits (I wasn't testing 32-bit on winnie before and her 64-bits
 were passing).

 Here 32-bit yields the same issue:

 I'll try next with 9.6/32-bit on winnie to rule out PostgreSQL 10/32-bit
 issue
