 okay I think the issue might be the libz - zlib1.dll

 libsqlite seems to rely on zlib and since proj relies on sqlite now, seems
 I've got multiple zlibs lying around that might be causing chaos.  Not to
 mention edb has it's own zlib1.dll

 In the past I think I've avoided this mess by compiling GDAL with internal
 zlib
