 Dear PostGIS,
  Thank you for the great work you do. My fresh installs on Windows 10 of
 postgis 3.0.0 on Postgres 12 and Postgres 11.5 have failed to install any
 raster2pgsql.exe file in the PostgreSQL/11/bin or PostgreSQL/12/bin
 folder. I only get this file with a fresh install of postgis 2.5.*, not
 3.0.0. Since the 3.0.0 user guide still states raster2pgsql is the normal
 way of loading rasters, I am stuck. thank you.
