 As suggested in
 https://github.com/postgis/postgis/pull/516#discussion_r347078497 we can
 stop providing lwin_wkt_parse.c and lwin_wkt_parse.h and instead request
 bison to be available.

 This was already suggested in the past too:
 https://trac.osgeo.org/postgis/ticket/3820#comment:5

 The file has been changed 3 times in the last year (and a fourth is on its
 way) so I suggest dropping the generated files from git but, if we want
 to, keep it as part of the tarballs so we support ancient platforms if we
 want to.
