 Well this sucks.  I built a new bessie32 from FreeBSD 12 image
 https://download.freebsd.org/ftp/releases/VM-
 IMAGES/12.0-RELEASE/i386/Latest/FreeBSD-12.0-RELEASE-i386.vmdk.xz(date DEC
 2018)
  (compared to upgrading the FreeBSD 11 install) and to my disappointment,
 it ended in the same error after I was done installing everything.

 What I don't understand is why everything works fine in PostGIS 2.5.  As I
 recall PostGIS 2.5 compiles and regresses fine (aside from the known
 32-bit freebsd issues).


 Only thing I can think of is maybe our reliance now on pkg-config or that
 our special source for using new Proj 6 features is bringing something
 else in that PostgreSQL doesn't like.

 Note that in 2.5 - gdal is the same, proj is the same, geos is the same,
 and PostgreSQL is the same
