 NOTE: I just found that INSTALL=@INSTALL@ is already present in the master
 branch for topology/Makefile.in -- what's the value you get in the
 generated topology/Makefile for it ? The same variable is NOT set in the
 3.1 and 3.2 branches (but you do see a difference between those two ?)
