 The loader tool uses liblwgeom and in turn liblwgeom required libproj at
 the moment. Allowing a libproj-less build of liblwgeom would be required
 to implement this enhancement. It strikes me that conditional libproj was
 a thing in the remote past of PostGIS and someone wanted to remove that
 optionality ...
