 `POSTGIS_PGSQL_VERSION` is 180 now that PostgreSQL v17 has branched, so
 building PostGIS with PostgreSQL head fails.

 We need a patch like the attached.

 I briefly looked at this, and there is some code duplication with
 PostgreSQL (`JsonTypeCategory`, `datum_to_json`, ...).  Is the reason
 backward compatibility for building with older PostgreSQL versions?
