 I think the issue here is that Paul manually generates his and I just use
 the tarballs that debbie generates and upload them to download.osgeo.org.

 Debbie always generates regardless.


 Guess the easiest fix is to download the md5 and tarballs from
 download.osgeo.org and reupload to postgis.net
