 And I confirm the tarball from postgis.net matches the md5 of the tarball
 on postgis.net: https://postgis.net/stuff/postgis-3.4.2.tar.gz

 So, if I understand correctly the HOWTO_RELEASE file instructions were not
 followed, as they talk about letting Debbie generate the tarball
