 SQL definition for ST_ForcePolygonCCW which makes a patch-level fix a "no
 go", so this will have to be for the 3.7 milestone.

 As long as the SQL definition doesn't change the front facing API to user.
 I think it's fine to change it in a patch-level.

 We do sql changes to functions all the time in patch releases at the very
 least in the name of security.
