 Merge pull request 'docs: document GMP build dependency' (!726) from
 Komzpa/postgis:codex/ticket-6112-readme-gmp into master

 README.postgis now documents the current build dependency contract and
 points readers at the generated compatibility browser for the maintained
 support matrix. It updates PostgreSQL 14+, libgmp-dev and pkg-config in
 the apt dependency example, GDAL 2.4+ for raster builds, SFCGAL minimum
 /full-feature wording, and the compatibility-browser-derived iconv,
 gettext, protobuf-c, and GTK classifications.

 The same dependency-version sweep also updates current manual/release
 docs: NEWS records the #6112 README dependency documentation fix for
 3.7.0rc1, doc/postgis.xml carries the current PostgreSQL and GEOS entity
 values, installation docs align GEOS/GDAL/SFCGAL wording,
 release_notes.xml uses PostgreSQL 19beta2, and the dependency guard
 example uses the current SFCGAL 2.3 threshold.
