 TIGER EXTENSION SECURITY fix

  - Ensure tables are created by tiger extension and bale if not.
    Patch provided by Andrey Borodin (Yandex)
  - Don't create tiger_data as that gets created on first load of data
    and shouldn't be part of the extension
