 This is annoying, for some reason switching from proj 8.2.1 to 9.8.1, it
 doesn't get completely detected unless I include --with-projdir in my
 configure.

 Didn't need it for proj 8.2.1, having in PKG_CONFIG_PATH was sufficient
 for 8.2.1
