 Fix upgrades in presence of views using ST_TileEnvelope

 Backport the upgrade marker so create_upgrade.pl handles the replaced
 ST_TileEnvelope signature instead of forcing the pre-upgrade drop to
 succeed while dependent objects may still exist.

 References #5499 in 3.2 branch
