 The data in #6129 shows a case in which ValidateTopology doesn't notice an
 edge crossing another edge, which is turn is due to `ST_Relate` giving
 wrong results (leaving out that interior/interior intersection, see
 #6137).

 I don't think this is a regression so don't know what milestone and
 version to set, but if it's not fixed in GEOS we should find another way
 to determine interior/interior intersections in PostGIS.
