[postgis] Win 32 compiled version of Mapserver 3.5 with PostGIS support

I do not think the OGR interface would be suitable for mapserver support
right now. Also I am unaware of a precompiled mapserver binary w/
postgis support... perhaps on the mapserver user list someone has one.
