[postgis-users] proj parameters from srtext?

Nothing like a little prod to get a guy moving. 
I have updated the spatial_ref_sys.sql file to have the proj4
definitions, and also to have EPSG as the auth name for EPSG
definitions. 
Committed to CVS.
