[postgis] Win32 Mapserver Problem

Some folks may have been experiencing problems with Win32 mapserver
installations. The problem is due to a libpq limitation under Win32
which truncates records more than 8Kb in size. The limitation is
resolved in more recent versions of the library. Dave has compiled a
working version of the new libpq
