By the way,

did you try the Cygwin PostGIS installer?

It might not help you now as something went wrong during the 
installation and the installer might not clean this up correctly, but if 
you have a "fresh" box for the installation,
you shouldn't have any problems. The installer takes care of all the 
steps like creating the user, service, etc.
