I modified a single line in the makefile, and then the build and
installation worked. With the change of "$libdir" to "/usr/lib" in
the "postgis.sql" file, I was able to set up the database with PostGIS
support according to the instructions in the "Build a layer in PostGIS
and View it from Mapserver" section of "The NON-UNIX User's Guide to
Installing PostGIS on Windows"

I couldn't, however, find the "great_lakes.shp" sample, nor was
modifying the itasca demo successful:
msPOSTGISLayerWhichShapes(): Query error. prep_DB:Error

and it failed too). DECLARE mycursor BINARY CURSOR FOR SELECT

This is another issue, though. I'll search the mailing list archives
and start another thread on this mailing list, or on the Mapserver
