I could, but I don't have the resources for it (time, machines/images with
different Cygwin/PostgreSQL installations). 
Is there any reason that keeps you from upgrading to PostgreSQL 7.4?

Please note that it shouldn't be a problem to get binaries for those versions 
if you want to pay for it (From me or other people).
