Hi Peter,
I am not sure what your problem is exactly.
Which tarball did you download? What did it say when you untar'red it? 
Where did you untar it?

On the cvs front, "werks fer me":

 > setenv CVSROOT :pserver:cvs at postgis.refractions.net:/home/cvs/postgis
 > cvs login
Logging in to :pserver:cvs at postgis.refractions.net:2401/home/cvs/postgis
CVS password: cvs
 > cvs co postgis

cvs server: Updating postgis
U postgis/CHANGES
U postgis/COPYING
U postgis/CREDITS
U postgis/Makefile
....etc....
