I'm not aware of any, maybe Alex Bodnaru <alexbodn at 012.net.il>
can help with this (he made debian package scripts for GEOS).

Do you refer to PostgreSQL build tools ?
If you do we don't support that (new) way of building postgis
to keep compatibility with old pgsql versions...
