[postgis-users] Make error: transform

In general, you need to include more lines of context when quoting an 
error. However, I will take an educated guess and say that while you 
have not installed Proj4 on your system, your Makefile indicates that 
PostGIS should USE_PROJ. Either install Proj4, or turn USE_PROJ to 0.
