Depends on what you consider a "GIS". With SIS you can do interactive
editing and analysis on your PostGIS data. With FME you can
import/export from/to any format and do batch processing and analysis.
I am comfortable with saying SIS is the first GIS to directly support
PostGIS as a data source.
