Any tool? Yes of course. For those who do not loathe traversing into the commercial realm, Safe Software offers their flagship spatial ETL data translation product FME. FME will allow you to read Orcale and write PostGIS among several other formats. http://www.safe.com/products/fme/formats/index.php
