[postgis-users] Building with mingw32, configure for PostgreSQL

I found it, but it is not what I expected, although it still might be
related.

The second to last paragraph in the section "compiling" says,
"it is suggested that you run psql under CMD.EXE., as the Msys console has
buffering issues."
