It's in the 4.2 branch now.

For the record:

  cvs co mapserver ; mv mapserver mapserver-head
  cvs co -r branch-4-2 mapserver ; mv mapserver mapserver-4-2
  diff -U3 mapserver-4-2/mapppostgis.c mapserver-head/mapppostgis.c

Branch labelling conventions live at the mapserver CVS page:
