Thanks to both Dylan and Brent.

I got past my initial problems and got the SQL to run,
but then realized a boneheaded mistake I'd made when
pgsql reported:

ERROR:  could not create unique index
DETAIL:  Table contains duplicated values.

When I combined the two SQL files, I didn't adjust the
GID values (both files started at '0').  So, once I
fix that, I should have a new 'roads' layer in
PostGIS.
