They are both lat/long but 4269 uses the NAD83 Datum while 4326 uses WGS84.
For most of the continental US, NAD83 is practially identical to WGS84. NAD
is only for north america so WGS84 is the de-facto standard.
For the record 4267 uses the NAD27 datum and you will see significant
displacements between positions referenced with NAD27 compared to
NAD83/WGS84.
