Hallo,
If the SRID 31497 from 0.8 is equivalent to SRID 31467 in 1.0
then you could just replace the old SRID in the dump file with
the new one.
If it's a new system, you could restore your data to a
temporary table and use something like
INSERT INTO new_table(id,...,geom)
SELECT
id,
...,
transform(geom,31467)
FROM temp_table;
