Try out our "cardo" System. A full featured webbased GI System with support
for Postgres and many other spatial Databases.

This looks like it might be of interest. I've never tried it so can't

If it can be coupled with ogr2ogr you should be able to manage & store your
spatial data and extract mapinfo/shape/etc.... as required.

I've set an Antarctic spatial database up with PostGIS & QGIS, with ogr as
the extract/reformat tool, but mezogis looks to be useful.
