[postgis-users] postgis for non-superuser user

hi,

i have made a package for debian, which contains some features in this
respect.
in theory, you should make a template database owned by the user you
wish to be able to create postgis databases, and grant him/her create
database privileges. then, this user can create postgis enabled databases.
