Yes, it is. You can use the OpenGIS compliant accessor functions
together with the PostgreSQL JDBC driver, or use the PostGIS driver
extension with either postgis own classes, JTS or Java2D. AFAIK,
Geotools and JTS contain their own PostGIS-Adaptors, too.
