[postgis-users] PostGIS 1.1.0: Windows Build Instructions (to improve by someone)

Hi Marc and PostGISers,

Marc, I hope U will have a solution to correct the bug from MinGW before
your installer for 1.1.0 is ready.

I did a doc joined to this mail in docbook format and pdf format.

Since I'm not very good at English, I hope U will have a better idea to 
improve it.
No problem if U want to modify it ;-) and put it somewhere in net or in 
a wiki...

I hope it will be helpful for community even if  it is not a great doc.
