[postgis-users] can't run lwpostgis

Ryan,
lwpostgis_upgrade.sql is in the \share\contrib\postgis folder not the \share\contrib folder.  It looks like from your path you  were in just the contrib folder.  
 
try cding into postgis folder after launching the PostgreSQL command prompt and then give it another go.
 
alternatively just do
psql -f "C:\Program Files\PostgreSQL\8.2\share\contrib\postgis\lwpostgis_upgrade.sql" -d il_voter_1

Hmmm, do the file permissions look reasonable for the
lwpostgis_upgrade.sql file? Other than that, I don't think I can help
you as I'm still using WinXP and have never really used Vista - all I
can tell you is that the installer doesn't explicitly change any file
permissions when extracting the files :(
